GCC readies proposal on limiting stay of expats
KUWAIT CITY :
GCC labor ministers have submitted a proposal to the GCC Council of Ministers on limiting the number of years that expatriates should be allowed to reside in any GCC country. Kuwait’s Social Affairs and Labor Minister Bader Al-Duwailah told the Arab Times the proposed limit is five years while some Bahraini officials claimed the agreed number of years is six, not five.
Sources said the labor ministers, in a meeting in Geneva, formed a committee tasked to specify the professions of expatriates, who will be exempted from the proposed residency period limit. Sources revealed doctors, lawyers and consultants might be included in the list of professionals exempted from the rule. Proponents of the rule have yet to specify a grace period for GCC nations to implement the proposal once it is approved.
The proposal includes social and security issues directly related to expatriates residing in GCC countries. International organizations, supporting the rights of migrants and foreign workers, are closely monitoring the region since reports on the alleged abuse of expatriate workers have tainted the image of GCC nations in the international community.
GCC labor ministers believe the increasing number of expatriate workers has led to an imbalance in the population structure in the region.Foreign workers demand their social, political and civil rights after staying for a long period in any GCC country. Many countries have limited the stay of foreign workers to only one year to avoid facing problems in case these workers apply for permanent residency or citizenship after several years of living in these nations, the labor ministers explained.
